Phoebe

This review is for Zoya's Phoebe, a score from my Ulta Haul! Phoebe is a matte bright blue with a shimmer of blue and silver.

I love mattes! especially a bright matte with a shimmer..LOVE! The formula was not as smooth as I would hope, but still a great color and coverage. Stop by Ulta to see if Phoebe is in clearance before its too late! or stop by Zoya.com!

    You should put a glossy, topcoat over! She looks awesome shiny ;)

    Ill have to try that, I just love the look of matte though! i wish they didnt chip so easily :(

    Do you have a matte-topcoat? That usually helps :)

    i do and ive had it for months but i never used it..i dont have it with me right now but I will definitely use it when i do :)
